The following motion was now before the Committee: “That Heritage Oshawa approve the following wording for the Harriet Cock Plaque:
‘In 1846 Harriet Trevithick Cock made the long journey from England to Canada with her daughter, also named Harriet, and son-in-law, Thomas Guy Jr. In 1847 Harriet purchased 92 acres of lot 14 in the 6th Concession (Winchester Road) in East Whitby Township. She then went on to purchase 150 acres of lots 13 and 14 in the 5th Concession of the Township. In 1861 she purchased 100 acres in Grey County.
She settled and built a home for herself, known as Mevagissey Farm. The farm was named after the area of Cornwall, England she had lived in before journeying to Canada. Harriet also constructed a home for her staff, along Simcoe Street North, just south of the 6th Concession. Harriet ran this farm and was even listed as a farmer in the 1851 census. Harriet willed this property, approximately 100 acres of lots 13 and 14 in the 5th Concession, to her great-grandson John Trevithick Guy, the youngest son of William B. Guy. This land would eventually become part of Windfield Farms.
Harriet was a remarkable woman, carving out a life in a new land and basically doing so on her own. The home she built, in the mid-1800s, was a 1 ½ storey frame home and stood on this property until 2016. This home stood as a testament to one of Oshawa’s early female land owners.’.”

Development Services Committee Meeting
1. Resolution Regarding Proposal to Alter Trillium Cemetery to Include Grave Marker for the Horse Lady Angela (HTG-16-89)
Recommendation Whereas the Trillium Cemetery located at 370 Britannia Avenue West in the City of Oshawa and legally described as Part 1, Plan 40R-28768, Oshawa, is designated pursuant to Part IV of the Ontario Heritage Act as being of cultural heritage value or interest; and,
Whereas the burial sites of distinguished horses, including many award-winning thoroughbreds, owned by Windfields Farm and the Taylor family, and the naturalness of the site, which gives the Cemetery its appropriate character, almost like a sacred grove of trees, are identified as heritage attributes pursuant to the Heritage Designation By-law 65-2015, passed on June 8, 2015, and;
Whereas Trillium Cemetery includes the remains of Lady Angela, described by some as the most important horse buried in Trillium Cemetery because of her status as grand dam of Northern Dancer and hence matriarch of a vast dynasty of champion racehorses that continue to dominate the world of horse racing; and,
Whereas Muriel Lennox and John Mappin have applied to the City to undertake the installation of a gravestone to indicate the resting place of Lady Angela within the Trillium Cemetery. The proposed gravestone is intended to be of similar size and composition to that of the other gravestone in the Centre Core Cemetery and to include the engraved name, date of birth, date of death and lineage of Lady Angela; and,
Whereas John Mappin has agreed to pay for the manufacture and installation of the gravestone; and,
Whereas Trillium Cemetery is owned by 2157236 Ontario Limited (Tribute Communities) and Tribute Communities has agreed to the proposal to install a grave marker to commemorate the horse Lady Angela; and,
Whereas Section 33 of the Ontario Heritage Act states that Council must consult with its municipal heritage committee, if one is established, prior to making a decision on the proposal; Therefore be it resolved:
1. That City Council consent to the installation of a gravestone in the Trillium Cemetery located at 370 Britannia Avenue West, and legally described as Part 1, Plan 40R-28768, Oshawa, and that the gravestone be of similar size
and composition to that of the other gravestones in the Centre Core Cemetery and include the engraved name, birth and death dates and lineage of Lady Angela and that it be paid for by John Mappin; and,
2. That City Council direct the City Clerk to give notice of its decision to the owner of the property, 2157236 Ontario Limited, and the Ontario Heritage Trust.

Moved by Councillor Kerr, “That Heritage Oshawa recommend to the Development Services Committee:
Whereas the Trillium Cemetery located at 370 Britannia Avenue West in the City of Oshawa and legally described as Part 1, Plan 40R28768, OSHAWA, is designated pursuant to Part IV of the Oshawa Heritage Act as being of cultural heritage value or interest; and,
Whereas the burial sites of distinguished horses, including many award-winning thoroughbreds, owned by Windfields Farm and the Taylor family, and the naturalness of the site, which gives the Cemetery its appropriate character, almost like a sacred grove of trees, are identified as heritage attributes pursuant to the Heritage Designation By-law, By-law 65-2015, passed on June 8, 2015, and;
Whereas Trillium Cemetery includes the remains of Lady Angela, described by some as the most important horse buried in Trillium Cemetery because of her status as granddam of Northern Dancer and hence matriarch of a vast dynasty of champion racehorses that continue to dominate the world of horse racing; and,
Whereas Muriel Lennox and John Mappin have applied to the City to undertake the installation of a gravestone to indicate the resting place of Lady Angela within the Trillium Cemetery. The proposed gravestone is intended to be of similar size and composition to that of the other gravestones in the Trillium Cemetery and to include the engraved name, date of birth, date of death and lineage of Lady Angela; and,
Whereas John Mappin has agreed to pay for the maintenance and installation of the gravestone; and,
Whereas Trillium Cemetery is owned by 2157236 Ontario Limited (Tribute Communities) and Tribute Communities has agreed to the proposal to install a grave marker to commemorate the horse Lady Angela; and,
Whereas Section 33 of the Ontario Heritage Act states that Council must consult with its municipal heritage committee, if one is established, prior to making a decision on the proposal;
Therefore be it resolved:
1. Whereas a Heritage Gallery Display is proposed to be completed in Fire Hall 6 which will include items such as artwork, pictures and salvaged items related to the heritage of the Windfields Farm area and the history of Fire Services in Oshawa; and,
Whereas Heritage Oshawa is being consulted in the display of items in the Heritage Gallery; and,
Whereas in early 2016 City Council approved the Windfields Farm Legacy Program that included certain matters that are the responsibility of the City to implement, financially and otherwise, such as the annual E.P. Taylor/Windfields Farm Champions Award and a Grade 8 essay writing contest; and,

The Senior Planner provided a review of proposed alterations to 2370 Simcoe Street North known as the Windfields Stone House. The Senior Planner advised that alterations were previously presented to Heritage Oshawa, however additional accessibility recommendations have been made for the plan. It was noted that these recommendations will be returned to the applicant who will have to provide another submission which will be presented to Heritage Oshawa for further comment. The Senior Planner reviewed the accessibility improvements that are recommended including a power assisted door operator, ramp to the north entrance door, walkway improvements, additional trees and vegetation planting and fencing.

The Senior Planner reviewed the Site Plan Application to permit the reconstruction of the parking lot at 2370 Simcoe Street North in order to reorient the layout to accommodate 15 parking spaces and the Building Permit Application to convert the existing house to offices.
The Senior Planner further noted that the interior of the building would not be altered and the parking lot would be constructed to the north and west of the building front.
The Committee questioned the Senior Planner. Moved by Councillor Kerr, “Whereas the Windfields Stone House located at 2370 Simcoe Street North in the City of Oshawa is designated pursuant to Part IV of the Ontario Heritage Act as being of architectural and historical interest; and,

It was noted that the marker would be similar in size and design to the markers for Vice Regent and Chop Chop, including the name, dates and lineage of the horse and that the marker would be paid for by personal donation. The Senior Planner noted that staff are still gathering information regarding the proposal, and that discussions must also be held Tribute as they own the property at this time. The Senior Planner advised that a Community Value Plan was completed for Phase 1, and noted that decisions regarding embossment detailing on the Winchester Bridge will be made before the final Community Value Plan for Phase 2 is complete. Durham College (DC) and the University of Ontario Institute of Technology (UOIT) are working on a Campus Master Plan (CMP) designed to address the future expansion and needs of both institutions. As part of the planning process, DC and UOIT invite students, faculty, staff and the public to attend an Open House on Monday, October 20, to learn more about the Campus Master Plan at the Oshawa campus; interact with the planning team; and offer feedback in the areas of:
· Public areas and open spaces.
· Building locations and landscaping.
· Transportation: driving, transit, cycling and pedestrian.

Windfields Farm News and Notes would like to thank the many members of our community who visited The Northern Dancer Cemetery during Doors Open today. It was a great success!
We would like to thank the City of Oshawa and Durham Transit for providing bus transportation to and from the property.
We must also thank the University of Ontario Institute of Technology for their support of this event, as well as for allowing us access to the area; for providing the site security and assisting us with answering questions from community members.
And last but definitely not the least, we would like to give a big thank you to the families and friends that offered their time, memories and knowledge for this very special day. I am currently doing research for a Doors Open Oshawa pamphlet that we will be sharing during the event at Windfields Farm, on September 27. I came across this little nugget that describes Parkwood Stables; pre-Windfields Farm. This was from the time that the property was owned by Colonel R.S. McLaughlin, before E.P. Taylor purchased the land and the barns. Just imagine....
"The landscape of Parkwood Stables is described in Canadian Homes and Gardens (May 1929). "Mr. McLaughlin's 180 acres of rolling land, well-wooded and veined with streams of spring water, is ideally situated . ... it has versatility, the paddock, the great stables and grooms' cottages are situated on high land, while behind the stables the land slopes to undulating, lush green pastures, where clumps of trees and majestic Elms make cool shadow in the heat of the day, and where fresh water sparkles and chatters busily. The farm is marked on the road with an imposing stone entrance-way. We tum off and follow a neat gravel road that runs due west. At this point, we notice the unusual shape-only a small strip of property gives on the public road, and perhaps for a quarter of a mile the private farm road runs at one side of a strip probably not more than two hundred yards wide, neatly fenced in white. The car turns a curve, we pass a group of white mid green cottages, nestling each under its particular tree, the gravel road widens, and we are drawing up at the door of one of the best equipped and most up-to-date private stables in Canada."

Windfields Stone House - Heritage Designation Ceremony on Sept. 5
Description:Community members are invited to attend a plaque unveiling ceremony on Friday, September 5 at 10:00 a.m. celebrating the heritage designation of the Windfields Stone House as a property of cultural heritage value or interest pursuant to the Ontario Heritage Act.
City staff and members of Heritage Oshawa (an advisory committee of City Council) will be joined by members of City Council and the community for the ceremony.
Windfields Stone House is located at 2370 Simcoe Street North (west side of Simcoe Street North mid-way between Conlin Road West and Winchester Road West). Parking for the event is available in the parking lot on the west of the Windfields Stone House.
The Windfields Stone House is a one-and-a-half storey house that is a unique example of the transformation from an 1850s vernacular Gothic Revival farm house to a Colonial Revival estate house.
In 1928, Robert S. McLaughlin, then President of General Motors Canada, acquired the property. In 1950, he sold it to E. P. Taylor, famous breeder of thoroughbred race horses who became known as the creator of modern Canadian horseracing. Under Mr. Taylor’s ownership, architect Earle Morgan designed alterations to the house that transformed the home from an 1850s vernacular Gothic Revival farmhouse to a Colonial Revival estate house in 1952.
On the surrounding property, Mr. Taylor established Windfields Farm where Canadian horseracing saw the emergence of several famous race horses; in particular, Northern Dancer. Canadian-bred Northern Dancer was a thoroughbred racehorse who won the Kentucky Derby and Preakness Stakes, among other races, and who became the most successful sire of the 20th century.

Our apologies for taking so long to acquire the information regarding the Britannia Avenue West Expansion as it makes its way through Windfields Farm. Today, we received the P.I.C.# 2 presentation boards along with a link to the site where they can been viewed (PDF format). The road is estimated to be 328 ft from the Northern Dancer Cemetery and throughout the summer, we will be working on obtaining a more detailed map.

With regard to a recent post we made on June 19th from Development Services Committee Agenda, June 16, 2014: DS-14-141 Conveyance of Lands and Easements to City from U.O.I.T. and Dantonbury (Tribute) for Britannia Avenue West, there will be a Public Information Centre (PIC) #2 regarding the Britannia Avenue West Expansion Master Plan that will be held tomorrow (Wednesday June 25/14) at the Columbus Community Centre, 3265 Simcoe Street North from 7pm to 9pm.
We will be attending this meeting and will report back on how this new road - throught Windfields Farm - might impact any and all structures and cemeteries on Windfields Farm.
Please come out to the PIC and view for yourself.

DS-14-141 Conveyance of Lands and Easements to City from U.O.I.T. and Dantonbury (Tribute) for Britannia Avenue West Recommendation (Carried – See Page 4) That the Development Services Committee recommend to City Council: Whereas Dantonbury (Tribute) is required to construct Britannia Avenue West (west of Simcoe Street) as part of a Council approved subdivision; and, Whereas the engineering design of Britannia Avenue West requires the conveyance to the City of lands and easements from U.O.I.T. and Dantonbury which secure a properly configured road allowance, culvert crossing and the City’s ability to maintain grading and slopes beyond the south edge of the road allowance; and, Whereas both U.O.I.T. and Dantonbury (Tribute) have agreed to convey the required lands and easements to the City;
Therefore be it resolved that the City accept from U.O.I.T. and Dantonbury (Tribute) lands and easements to the satisfaction of the Commissioner of Development Services for the above-noted purposes and that such conveyances be undertaken in a manner satisfactory to the City Solicitor.

We have recently been in contact with Ms. Susan McGovern, Vice President of External Relations with UOIT. We posed the following question to her:
"Out of curiosity, could you please elaborate on who some of the members of the working group are and what their special interest and inclusion is within the group? We are referring to Devon Biddle, Jenny Bridle, Ken Knox and Tony Doyle.
We also understand that the two latter names listed are listed as 'observers'. Does this indicate that the meeting is open to members of the community that have an interest in what transpires during these meetings? If so, can any person interested attend?
Another point that interests us greatly, is whom they have chosen as the community leader representing the equestrian and agricultural community, Jenny Bridle. We would be interested in learning the purpose in selecting her to participate. It was thought that perhaps the Ontario Equestrian Federation would have someone on staff with helpful experience or perhaps someone from Horse Canada, as they have so many connections to everything related to farms and horses. Engaging a person or group with the knowledge and experience of potential uses for aged equestrian buildings would be informative; simply from their contacts and relationships within the equine community."
Her response to these questions was as follows:
"UOIT put together a committee by selecting from various stakeholders groups and local community leaders with interest in Windfield’s Farm, managing the development of the property in support of the University’s goal of teaching and research, and facilitating partnerships to that end. Each committee member brings the necessary skills and knowledge to the committee table and the University was careful in its selection.
The general public can view the Committee’s Terms of Reference and Minutes of each meeting. These can be located on the UOIT website by searching Windfield’s Farm. Or the material can also be found on the Joint Campus Master Plan website at

We are disappointed to have to share with everyone the indefinite postponement of the community event that was being considered by The Windfields Farm Community Group. Below you will find the details that were shared within the group via Conference Call:

Conference Call Date: Friday, April 25, 2014
1. Sue McGovern began the meeting by stating that the University felt it was best to indefinitely postpone the community event. However, work for a potential future event could continue if
committee members felt it was necessary. Sue notified the committee members that University staff will cease all work on this event. The factors which contributed to indefinitely postponing the event include:
The late arrival of spring has left the property not accessible.
The university is extremely busy and resources are stretched.
The UOIT Communications and Marketing Department has not yet been able to fill the Event Planner position which has left that department short of resources as well.
The excessive cost of the event was also a factor and mentioned by both the University and the City of Oshawa. A future event will require advanced fundraising by the Committee.
2. The announcement congratulating the 50th anniversary of Northern Dancer’s win will go out in advance of May 2. The release will be shared with all committee members.
3. Sue McGovern asked all committee members if they had any questions or comments. None were brought forward and the committee members on the call agreed with indefinitely postponing the event. It was agreed that the minutes would be circulated to the group.

2. CMP Update (Campus Master Plan)
- Other meetings that are being established include CLOCA, the City and the Region of Durham.
- UOIT and DC will be attending all meetings regarding the extension of Britannia West. The EA is in progress.
- UOIT has and will continue to have discussions with Tribute who is developing to the north of the former Windfields Farm lands. We have been able to cooperate on such initiatives such as security and have decreased the number of incidents in this area significantly.
3. A map of the former Windfields Farms area was provided to aid in any discussion. *We will attempt to obtain a copy of this map.
4. 50th Anniversary Event
It has been decided that, on the day of the Kentucky Derby record breaking win of Northern Dancer, the university and the Windfields Community Group will send an official congratulations as well as an announcement of an upcoming event. Tom Hodgins will confirm that we can use the name of the group.
ACTION:
Sue McGovern will compose the release and provide a draft to the committee. Tom Hodgins to confirm the use of Windfields Community Group in public documents.
5. An event will be planned for June 21. This date was chosen to commemorate the win of Northern Dancer of the Queen’s Plate in 1964. For the event, participants will park at UOIT/DC and then be bused to the former Windfields Farm area. UOIT will coordinate this event with assistance from all group members.
ACTION:
Prior to the next meeting the event document will be updated to include the tasks assigned at this meeting. Weekly updates will be sent with a full update being provided at the next meeting.
6. Tom Hodgins noted that there is a request before council to designate some of the Windfields Farm land buildings as heritage buildings. Some members of the committee understood that this was part of the committee’s role to put forth a recommendation.

- UOIT has and will continue to have discussions with Tribute who is developing to the north of the former Windfields Farm lands. We have been able to cooperate on such initiatives such as security and have decreased the number of incidents in this area significantly.
3. A map of the former Windfields Farms area was provided to aid in any discussion. *We will attempt to obtain a copy of this map.
4. 50th Anniversary Event
It has been decided that, on the day of the Kentucky Derby record breaking win of Northern Dancer, the university and the Windfields Community Group will send an official congratulations as well as an announcement of an upcoming event. Tom Hodgins will confirm that we can use the name of the group.
ACTION:
Sue McGovern will compose the release and provide a draft to the committee. Tom Hodgins to confirm the use of Windfields Community Group in public documents.
5. An event will be planned for June 21. This date was chosen to commemorate the win of Northern Dancer of the Queen’s Plate in 1964. For the event, participants will park at UOIT/DC and then be bused to the former Windfields Farm area. UOIT will coordinate this event with assistance from all group members.
ACTION:
Prior to the next meeting the event document will be updated to include the tasks assigned at this meeting. Weekly updates will be sent with a full update being provided at the next meeting.
6. Tom Hodgins noted that there is a request before council to designate some of the Windfields Farm land buildings as heritage buildings. Some members of the committee understood that this was part of the committee’s role to put forth a recommendation.
ACTION:
This will be an agenda item for the next meeting.

Heritage Oshawa respectfully reports and recommends to the Development Services Committee its Third Report regarding the letters received from Robert Bell, Marianne Ortepi, Bill Armstrong, UOIT (re: their letter Providing a Briefing Note Regarding the Preservation of the Windfields Farm Gates) and UOIT and their News Release (Regarding the dismantling of the stone pillars).
Recommendation:
Whereas Heritage Oshawa is very disappointed by the seemingly careless and unprofessional manner in which the Windfields Farm four (4) entrance gate stone pillars were dismantled and removed for storage; and, Whereas Heritage Oshawa is aware of much community discussion and concern regarding the demolition and eventual reconstruction of the stone pillars and gates; and Whereas Heritage Oshawa understands and appreciates the strong community connection to Windfields Farm; and, Whereas there is a lack of information regarding the timeline for the historically accurate reconstruction of the pillars and replacement of any missing face stones and the new location of the pillars and gates; and, Whereas more care should have been taken in the dismantling of the pillars (i.e. photojournalism and numbering) by UOIT; and, Whereas many of the face stones were left unsupervised and scattered in the ditch along Simcoe Street North for a number of days and therefore subject to loss and removal by passers-by;
Therefore Heritage Oshawa recommends:
1. That more care and oversight be undertaken by UOIT with respect to Windfields Farm and any future projects impacting current and/or potential cultural heritage sites and features; and,
2. That all photos of the deconstruction and all measurements taken and any other documentation be provided to Heritage Oshawa in a timely manner; and,
3. That in the future before undertaking a project of this nature that more community and heritage consultation be conducted and clearer lines of communication be established with all community stakeholders.

We have found a very interesting and curious piece of correspondence, requesting a motion for direction, within the Heritage Oshawa Agenda from last evening, March 26. We at WFNN have not yet confirmed who the parties involved in the creation of this document are, however it contains some very exciting and intriguing ideas. One of our contributing members was very excited to bring this information forward, so we apologize for not having confirmed its' origin. As soon as we can verify who was involved, we will re-share here.

Item in response to the removal of the stone pillars:
After many e-mails to potential parties involved in the removal of the pillars at Windfields Farm, we have received a reply from Councillor Sanders, City of Oshawa. He responded that he has spoken to the Chair of Heritage Oshawa and raised the concerns with her. The councillor also stated that the University had shared their plan for removal of the pillars and gates with the City Staff. This plan was to have students remove the pillars and store the material for rebuilding at a later time/place. Each stone was supposed to be tagged (ex. 1, 2, 3,) and each pillar would have a different color used to identify its’ stones. However, what occurred on Tuesday did not meet his expectations. He pointed out that perhaps UOIT decided to do something different that will allow the pillars to be rebuilt and reclaimed, but he was unaware of that plan presently. He stated that the original stones were being stolen and vandalized and that they needed to be removed. He reiterated that the University owns the property where the pillars were located. In his opinion, he thought that each stone should have been numbered and colour coded for the ease of reassembly, in order to return them to their original state. He has been told of how there were cables, chains and ropes used to pull the pillars down and realizes that the stones must have received damage during the process. Councillor Sanders will be addressing these concerns at council on Monday.

Heritage Oshawa Meeting,The following information has been obtained from the Heritage Oshawa Meeting, dated February 26, 2014. Within the agenda you will find a Notice of Study Commencement by Tribute Communities and the Town of Whitby (co-proponents). They will be carrying out a Master Plan – Class Environmental Assessment Study to determine the location and characteristics of the proposed westerly extension of Britannia Avenue from east of proposed Windfields Drive to Thickson Road North.
The study area is NOT affecting the core buildings, but does affect the area surrounding the core of Windfields Farm.

Update #1
We would like to update you on the items that were salvaged from the East Side Stone House; the house that used to be located across from the main driveway into the farm.
In a letter to Tom Hodgins and Margaret Kish, the question that was asked was, "In a recent Heritage Oshawa report dated November 28, 2013, Minto was noted as being committed to salvaging certain items from the east side stone house. Can you tell me what items were salvaged and what will become of these pieces?"
Their reply was, "Habitat for Humanity was contacted by Minto and offered the opportunity to salvage materials. Heritage Oshawa requested, and the City has received, the roof ornament and front door including hardware. Heritage Oshawa also requested the stones that make up the voussoir to one of the basement windows that has the appearance of a sheep’s head. These stones are on-site and will be given to the City once the weather permits. Minto has salvaged and is storing additional stones from the house to use in the gateway feature to the subdivision. The front door to the house is currently on display as part of Heritage Oshawa’s presentation of “Doorways to the Past” through the Art & Culture in the Hall Program at City Hall."

Their response was, "There are no active permits for the core farm area around the Northern Dancer gravesite area."

"I also understand that there will be certain commemoration efforts on the part of Tribute Communities with respect to certain development details, according to DS-13-139. It was stated in this report that “there would be certain heritage features are intended to be incorporated into the entire Tribute subdivision…” with a list of their intentions. Can you elaborate on these plans?"
And their reply was,
"I believe that the list of commemoration efforts you are referring to is the one contained in Section 5.5 Heritage Matters on page 12 in Report DS-13-139. The following provides an update on what has been completed to date for the items contained in that list:
1. The streets have been named for horses, equestrian names and historical themes including Kentucky Derby Way and Ice Palace;
2. The Engineering drawings identify a median along Britannia Ave West to define a sense of arrival to the University and College area, including the horse cemetery area;
3. Street signage and street lighting will be consistent with the street signage and street lighting in the existing Windfields Phase 1 subdivision;
4. Landscape entry features will incorporate stone posts/pillars in the design;
5. The Architectural Control Guidelines incorporate elements of the arts and crafts style of architecture for the new home models;
6. The second horse cemetery known as the Trillium Cemetery is located within an Open Space Block which is intended to be dedicated to the City at no cost as a condition of approval for the applications for Phase 2 of the subdivision. The cemetery will be preserved and the final decision on how to appropriately recognize and protect the cemetery will be made in consultation with the applicant, City staff and other potential stakeholders;
7. The alignment of Britannia Ave will enable the preservation of the tree-lined laneway. UOIT and DC will be determining how the tree-lined laneway is managed as part of its Campus Master Plan. The Campus Master Plan is currently under development. It is intended that he City will preserve and enhance its portion of the tree-lined laneway through the future Community Park;
8. The Windfields Community Group has been established by UOIT and, to date, has met twice;
9. The location and alignment of the City’s community park south of Britannia Ave West will be examined through UOIT/DC’s Campus Master Plan. The Campus Master Plan is currently under development."

Meeting Minutes for the Windfields Community Group

5. Debbie McGarry was introduced at the meeting to discuss the upcoming 50th anniversary of Northern Dancer. Various possibilities were discussed for a potential celebration event that ties into our mission and is financially viable. Some possible dates could be around the Kentucky Derby win date, the Queen’s Plate win date, and the date Northern Dancer retired. Discussions included whether and how to include access to the gravesite in a safe manner and possibilities of tying any excess funds raised into the Student Success Fund.
6. The discussion around the Kentucky Derby win date of May 2 included the fact that in May if access to the gravesite was part of the event then access to the site may be muddy due to the time of year and possibly complicated by construction just north of the area at that time.

Update on the Community Advisory Group.
The City is prepared to participate in the proposed Community Advisory Group to be established by the University of Ontario Institute of Technology (UOIT). This advisory group would establish a framework for commemorating the former Windfields Farm and its contribution to horse racing in not just Ontario and Canada but also internationally. UOIT has not yet established the advisory group.

Update on the Stone House Known as D-25, House 40 at 2370 Simcoe Street North (west side of Simcoe Street North; this was the house that the Taylor's would stay in when visiting the farm)
On May 21, 2013 Council passed a resolution authorizing City staff to initiate the process to designate the house under the Ontario Heritage Act in consultation with Tribute Communities. The process to designate the stone house has begun. Tribute engaged professional consultants to complete a Heritage Research Report on the subject building. This research report informs the preparation of a Designation Statement and Description to be recommended by Heritage Oshawa to Development Services Committee and Council. The final by-law designating the house will be considered by Council following certain requirements established pursuant to the Ontario Heritage Act which includes public notice.
Tribute has not indicated to the City what the final plans are for the use of this building.

Update relating to the Stone House, 2370 Simcoe Street North, west side.
This house is part of a draft plan approval process for Datonbury Developments and they retained Golder Associates with regard to conducting and preparing a Heritage Impact Assessment report for this building. This is one of the steps to having the house Designated under the Ontario Heritage Act as being a property within the city of Oshawa having cultural heritage, value or interest. Update relating to the Trillium Cemetery, land currently owned by Tribute Communities.
Pursuant to the subdivision process established in the Planning Act, Tribute intends to convey the Trillium Cemetery lands to the City of Oshawa. The Trillium Cemetery is located in the Phase 2 lands for which the Planning Act process is not yet complete.

Update on Demolition Permits issued to Tribute Communities for buildings located on Tribute lands.
There has not been any public response or discontent with the demolition application process followed for any of the structures that went through the process on the Tribute lands to date. The buildings were still standing as of September the 11, 2013.

Windfields Farm Update pertaining to the extension of Britannia Avenue West, West of Simcoe Street North:
The alignment and location of Britannia Avenue West, west of Simcoe Street North and the Taylor Woods Woodlot in the Phase 2 lands, will be the subject of a Municipal Class Environmental Assessment. This study is the responsibility of the developer (Tribute) and Heritage Oshawa and the public will have an opportunity to comment through this process. The City is waiting to hear from the developer with respect to a study commencement date.

Re: The creation of green space and vistas for the public on the property of Windfields Farm. A person noted that beautiful vistas should be open to the public.

~ Phase 1 of the draft plan has been designed to provide vistas of both the valley lands and the Taylor Woods woodlot through single loaded streets (Britannia Avenue and Street A next to the woodlot and Street P next to valley land; please see attached map), cul-desacs (Streets I and N) that are designed to end at open space blocks, and the location of the neighborhood park and storm water management blocks directly abutting and connecting to open space areas. Phase 1 of the draft plan has a significant amount of green space including a neighborhood park, a large woodlot block, creek valleys and storm water blocks totaling approximately 28.73 hectares (71 ac.) ~

~ A number of people expressed concern with the preservation of the stone house at 2370 Simcoe Street North. Staff Response: The applicant (Tribute) has confirmed that the stone house will be preserved. It will remain in its current location and continue to be a significant part of the recognition of the cultural heritage of Windfields Farm.
It is recommended that City staff be authorized to initiate the process to designate the stone house under the Ontario Heritage Act. The applicant has no objection to a heritage designation. Staff will work with the applicant to identify those features of the house that need to be addressed in any heritage designation by-law.
Heritage Oshawa recommends that the house remain in situ for adaptive reuse and be incorporated into development plans.
The future use of the stone house has not yet been determined. The applicant, City staff, and others will discuss the future use of the stone house and determine how it will be re-used in the future and information on this matter will be included in a report on Phase 2. ~

Re: The proximity of Britannia Avenue to the main grave-site, including Northern Dancer’s grave

~ A number of people have expressed concern with the proximity of the proposed Britannia Avenue extension to the main horse cemetery to the south of the road extension. The majority of the comments indicate that the grave-site area is 6 meters (20ft.) to 12 meters (40ft.) from the proposed road allowance. The applicant (Tribute) advises that the distance between the currently proposed Britannia Avenue extension and the main horse cemetery is approximately 33 meters, (108ft.). Attachment No. 8 indicates the proposed distance between the road and the cemetery.

On Monday, at the Oshawa Development Services Committee, they addressed letters that were written to the city regarding the proposed location of Britannia Avenue. The committee decided that the letters would be sent to staff. Following the meeting we met with the planner in charge of the Tribute development file, Morgan Jones. He disclosed that there will be two phases of the subdivision development, including Britannia Avenue. On May 6 there will be a Development Services Committee meeting where the Tribute draft plan of their subdivision will be discussed. In that report there will be no details regarding Britannia Avenue’s proximity to the cemetery; that item is still being drafted and will undergo an environmental assessment. We will update you on what happens at the city council meeting and at the development services meeting on May 6.
